Rule 5
Recruitment of Military Prad Seva

(1) The following posts in the Military Prad Seva will be filled as follows: 2018/10/1-20.png" alt="" width="752" height="457" srcset="https://lawcommission.gov.np/np/wp-content/uploads/2018/10/1 -20.png 752w, https://api.kaanun.app/public/images/645b74b824b2ad0bfc385674-24-1-20-300x182.png 300w" sizes="(max-width: 752px) 100vw, 752px ">(2) According to sub-rule (1) for the post filled by internal competition for the post of sub-general, those who have attained the required educational qualification for that post and who have completed ten years of service in the post of Prad service can be eligible candidates.
(3) Notwithstanding anything written in sub-rule (1), forty-five percent of the posts to be filled through open competition shall be reserved and the said percentage shall be considered as 100 percent, and the posts shall be filled by separate competition only among the following candidates:-
(a) Women – twenty percent
(b) Tribal/Tribal – Thirty two percent
(c) Madheshi – twenty-eight percent
(d) Dalits – fifteen percent
(e) Backward Areas – Five percent Explanation:
(1) For the purposes of this sub-rule, "women, tribals/tribes, Madhesi, Dalits" means economically and socially backward women, tribals/tribes, Madhesi and Dalits.
(2) For the purposes of clause (e), "backward area" means the districts of Manang, Mustang, Acham, Kalikot, Jajarkot, Jumla, Dolpa, Bajhang, Bajura, Mugu and Humla.
(3) A person who is a candidate according to clause (b), (c) or (d) can compete only as a candidate of a group of one of the clauses.
(4) For the purpose of filling the posts according to this sub-rule, the details of economically and socially backward women, tribals/tribes, Madheshi and Dalits shall be as prescribed by the Government of Nepal by publishing a notice in the Nepal Gazette. However, all women, tribals/tribals, Madheshis and Dalits will be excluded economically and socially until further notice is published in the Nepal Gazette.will be considered to have fallen behind.
(5) The following documents should be attached while applying for the post allotted in accordance with this sub-rule:-
(a) For tribals/tribes who have been certified as tribals/tribes by the Nepal Tribal/Tribal Upliftment National Institute, but if there is more than one surname within the caste listed in the Nepal Tribal/Tribal Upliftment National Foundation Act, the surname within the tribe listed by the chief district officer on the recommendation of the head of the local level concerned It should be certified and submitted along with the application.
(b) For Dalits, who have been certified as Dalits by the National Dalit Commission, but have more than one surname within the caste listed by the National Dalit Commission, on the recommendation of the head of the local level concerned, the application must be certified as a surname within the caste listed by the Chief District Officer.
(c) For Madhesi, the government of Nepal has published a notice in the Nepal Gazette and certified it as a Madhesi from an institution as specified, but until the institution is designated by publishing a notice in the Nepal Gazette, the head of the relevant local level must submit the application along with the application to be certified as a Madhesi by the chief district officer.
(d) Certificate of citizenship obtained from the relevant district mentioning permanent residence in the district mentioned in section (2) of the explanation for backward areas and certified by the related rural municipality or municipality that he is currently residing permanently in the same place.
(4) When determining the percentage according to sub-rule (3), if a coefficient (fraction) less than one percent is obtained, such coefficient will be shifted to the next group immediately after the coefficient has been obtained.
(5) If suitable candidates are not available in the advertisement of the year for which the advertisement has been made for the post allocated according to sub-rule (3) or if the required number of candidates do not pass, the post cannot be filled, then the candidate should be included in the advertisement for that year to be filled by open competition. will fall
